What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager is priced at 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to see and buy upgrades.
It boosts
There are a myriad of boosts you can get with an upgrader. They can include a range of stats, as well as many additional bonuses. Some items have an inherent boo that is less useful when upgraded, such as the Goldwrap which provides extra potion slots. They are usually upgraded to increase the value of the perfect or nearly perfect item.
Costs
Upgrades are accompanied by certain costs associated with them. The first is the cost to perform the upgrade. The cost is based on the item's new ilvl and the amount of perks it gains and can be costly. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be costly.
The second is the cost of the materials required to upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). The quantity of these items required can be seen in the inventory of an upgrade vendor.
Upgrades to an item are complicated and requires time. It can take 8 hours, depending on the size of the upgrade. The base stats of an upgraded item are calculated based on the new ilvl and other characteristics. This calculation determines the new Armor Class bonuses, damage dice, and other important statistics. In certain cases the upgrade can grant additional advantages that can be picked from a list of benefits.
Rarely, the advantages gained will cost more than one perk slot to acquire In these cases the upgrade will replace the perks with the highest cost. Sometimes, the upgrader will make other adjustments to an item upgrades, for example, changing its weapon damage type or or removing an unwieldy or operative property. The cost of these changes is based on the new ilvl of the Best item upgrader, and may require a special material like adamantine alloy.
Success Rate
The upgrade of an item is dependent on the chance. Like any random system there is a chance that it will not succeed. There are a few ways to increase your chances of success. This includes the use of an item called an Upgrade Pity or the addition of additional items to the upgrade.
The Upgrade Pity can be bought through the NPC for crafting in Lost Ark. It increases the odds of an upgrade's success by a percentage. It is similar to the luck bonus some items have, but is more reliable. It can be added to any weapon or armor and is able to be used up to three times.
You can also add additional materials to the upgrade to increase the chances of success. The materials are displayed in a separate window above the + button. However, there are some limitations to this, and the highest amount of material that can be added is shown directly above the + button in the UI.
Another method to increase the chance of an upgrade succeeding is to use the item known as the Blacksmith Blessing or an upgraded version of it. This item is useful in the event that you have an item or weapon equipment that has reached the maximum level for its tier, or is close to it. It allows you to upgrade that piece of gear to the next level without having to worry about breaking.
If an upgrade fails the upgrade will be reversed to its original state. This is often a downgrade, but can also be an upgrade. It is recommended to save an upgrade when you're close to the maximum level of an Best item upgrader, and to use it as an emergency.
Kafra offers a variety of products that can be used to increase the chance of an upgrade being successful. For instance, upgrading a piece of equipment with HD Oridecon or HD Elunium repeatedly will give you an increased chance of success.
